The SDOR website has a link to the letter that was written by Steve and Sheri Kukla. It's very comprehensive and indicates all the loopholes that the BLM has left in this proposal, amongst which are the lack of guaranteed "trade-off" land. You can read it HERE if you like.

Naturally. Guarantee or not, I doubt there will ever be any "new" riding areas in California.
