Does anyone know if Miguel finished the bypass from Mike's to the base of Simpsons?

Where is the bypass? We just rode up Simpsons on Saturday on the 950's. it is pretty washed out, carnage is the best way to describe it lol. There were 6 of us and it took almost 4 hours to get everyone to Mikes.
