They should leave it like it is. By splitting it all up is the prelim to closing it off. They have no money, but they are going to build all these amenities. I am sure with the improved areas there will be charges levied. Eventually they will close off the open areas stating that you have improved and closed off areas that they can monitor you in(all in the name of saving money and the wilderness). Dont let them sucker you in to believing that they want to improve something for you.
