I was wondering if it is better to mail letters to the State Capital or the district office of a Representative for the best chance to make an impact. Maybe it doesn't matter. Any input would be appreciated. I want it to count.

Can't see how it would hurt to send it to both.

Letters to both their Sacramento office and local office, email them and call both offices. You'll speak to a staffer who'll pass your message along.
